The EU Services Directive was adopted in 2006 to foster competition in services across Europe. However, progress in liberalizing services has fallen short of expectations due to the article 15 of the Directive, which allows countries to maintain pre-existing restrictions if judged necessary to protect the public interest. Through input output analysis, this paper finds important multiplier effects of greater efficiency services to the rest of the economy. A renewed impulse to the liberalization process could be given by enhancing the advocacy role of national competition authorities in interpreting the notion of public interest underpinning existing regulations.

This book examines the feasibility, content and likely economic impact of a free trade agreement between the European Union and Ukraine. The authors find that a simple and shallow free trade agreement, adding only the elimination of tariffs on trade in goods to the conditions for Ukraine's accession to the WTO, is the most easily feasible option, but would yield only modest benefits for Ukraine and less still for the EU. By contrast, they argue that a deep free trade agreement with the EU, while posing more difficult issues of feasibility, could be a centerpiece of an economic strategy leading Ukraine into rapid growth. Politically, this step would be consistent with Ukraine's European choice and would also be of value to the EU economy in meeting the challenges of globalization and Asian competition. The Channel Tunnel's full potential is yet to be unlocked. Focusing particularly on the Channel Tunnel's role in connecting the passenger and freight rail network in Europe, the Committee's seven-month long inquiry has heard from a variety of rail experts including the Chief Executive of Eurostar, representatives from Eurotunnel and Deutsche Bahn and Transport Minister Theresa Villiers MP. The key recommendations from the committee are: i) the EU should ensure the full implementation of the Railway Packages in all Member States, to ensure fair access for all; ii) the terms of the Treaty of Canterbury (the agreement that allowed the Channel Tunnel's construction) should be reviewed, in order to move towards direct governance of the Tunnel by the UK and French national regulators; iii) safety standards used across the EU should apply in full in the Tunnel; iv) access charges should be reviewed and reduced, to ensure a better deal for operators and passengers; v) Border controls should be examined and streamlined, to encourage new international services to be developed; vi) priority for EU funding for rail infrastructure should be given to projects contributing to economic growth at a critical time for the Union, with conditions attached to ensure that new rail developments ensure fair access and are compatible with rail networks across the EU; vii)consumer interests must be paramount. Member States must increase the importance and awareness of passenger rights, and ensure that tickets can be booked conveniently and in an integrated way to allow for easier and less bureaucratic international train travel

Trade in services, far more than trade in goods, is affected by a variety of domestic regulations, ranging from qualification and licensing requirements in professional services to pro-competitive regulation in telecommunications services.
